I think the dock idea is a good one.
If you're worried about concrete being slippery when covered in algae, I don't think you'll find rocks covered in algae offer a lot more purchase.
Docks are great, you can climb in, jump in or amble down a ladder.
Or, you can just sit on the dock of the bay and (not) watch the tide roll away....
