I'm sure you have looked this up but the Kentucky state record for largemouth bass is 14 pounds, 9.5 ounces. This record was set by Mark Ward on April 19, 2019, at Highsplint Lake in Harlan County. So I would say yes. Bob Lusk says any LMB over 10# must have Florida genetics.
