Are your SMB not reproducing in his ponds due to local conditions, or in all ponds?
Sterile (or non-reproducing) SMB would be interesting, but they would be a different "tool" than reproducing SMB. So far, This is the first time this has happened, but he's tried other sources of SMB with the same affect, so I say it's the environment they are in.
