Great question - don't have an answer. That is just how it is sold. Probably because it is a high vol item and they don't want to spend time measuring. FYI all the places that I have bought ag lime keep it dry. They don't want the added wear and tear on the equipment from hauling wet lime nor the issues of trying to unload wet lime with a spinner truck .
