The simple solution is weight on the liner inside the basin. If the pond is full, and there is some distributed weight like stones, gravel, etc. that will help a lot.
Larger lined ponds usually have the liner covered with at least a few inches of materials to protect them from punctures, exposure to the sun, and what you are experiencing as the pond fills. This means there is a limit to slope on the sides of the pond so the materials stay put.
