If there is a "Great Design", I do not think it would have incorporated human type of pain activity in animals such as fish who are typically and routinely part of the food chain. Have you ever watched closely the course of events of a prey animal being eaten by a carnivore? Not an activity where the prey should have the ability for feeling normal human pain sensations.
