Yes, I would add a few pounds of fathead minnows (just to be sure, not 'flat' head minnows).
You could also introduce Bluegill, but I wanted to ask what you think the surface area is of the 1-3' deep water. If it's not even a 1/10 of an acre, I might wait another few weeks for rain. If it is that small right now, maybe stock a lesser amount of Bluegill now and more after you get more water.
