None that I know of in Iowa, or other adjacent midwest states. From reading the article, it appears 'they' (? Natural resources folks) have a pretty good idea on the 'why' the YP are in decline. I can only imagine how difficult and expensive habitat and water quality improvement would be in a large lake system, given how difficult and expensive it is on my tiny 2.5 acre pond.

Five-year extension of the moratorium on perch fishing at Lake Saint-Pierre What are the factors that slow down the recovery of Yellow Perch in Lake Saint-Pierre? Recovery is slowed by a combination of factors:
Loss of breeding habitat in the floodplain; Poor water quality of streams flowing into the lake; Deterioration of aquatic grass beds; Arrival of competing species; Predation of young yellow perch by double-crested cormorant.
In the US there have been a few moratoriums for fishing of certain species. The striped bass are recovering strongly after a moratorium on catching them. —John P. Usually the regulatory agencies first reduce the daily bag / catch limit to allow the population to recover or increase which is usually successful because most threatened and declining populations are due to overharvest especially those open to public harvest.

None that I know of in Iowa, or other adjacent midwest states. We have a state-wide moratorium on sturgeon harvest in Missouri.

After 10 years, many hope for the end of the Moratorium, in 2022.
In response to your question regarding the moratorium on yellow perch in Lake Saint-Pierre, we would like to inform you that scientific fishing data was collected in 2021 by the Ministère des Forêts de la Faune et des Parcs (MFFP) as well as by the Association of Commercial Fishermen of Lake Saint-Pierre. These data are currently being analyzed by the Scientific Committee on Yellow Perch Management in Lake Saint-Pierre. A report will be made public in the coming months. The MFFP will communicate its intentions with regard to the moratorium following the analysis of the situation

Lake Erie has a rather curious condition wrt YP. Catches are restricted in the U.S. side of the lake; but commercial fishing for the species is allowed in Canadian waters.

After Paul Prudhomme created the Blackened Redfish craze, the formerly overlooked species was commercially fished almost to extinction in the coastal waters of Louisiana. Finally it was given game fish status, thus halting commercial fishing. Nowadays redfish are doing fine. By the way, if cormorants are an issue, I think shotguns are in order.
