Jersey, I guess this means you still do not have pemit for pond construciton? I feel for you. Thought about holding some cattle? THe agricultural permit is easier to obtain. The cows need water to drink you know and you can always change your mind about them after the pond is built.
Goofy, You are legally supposed to have a permit to draw the water. However it seems it is easier to ask forgiveness than permission. Again if you say it is for agricultre it is easier to get permit for drawing water.
