I'd be pleased to hear this from a new neighbor. If they aren't, something is wrong.
Assuming you get a chance to chat, you might inquire if the pond has been fished recently, and what (size & type) has been caught. Also, how low does it get in summer? Ever dry up completely? Is water typically murky, or clear? What about pond weeds? Any fish kills? Water depths? Blue-green algae blooms observed?
