Often there is a limiting factor to pond fertility. Many times it is not the lack of N,P, K - common in fertilizer. Often it is lack of alkalinity and sometimes there are other limiting factors (not including fertilizer). The reason I note this is your water can be fully fertile (not needing fertilizer) and when the limiting factor is removed the pond will bloom. This can be for example the adding of lime.
