I haven't had much luck transplanting eastern red cedar. One would think that a weed that will thrive in a sidewalk crack would be easy to dig up and move, but they aren't.
If I were going to put in a shelter belt I would buy whips. They are cheap, and more likely to survive to maturity than a 3'+ transplant.
