The freeboard on your dam depends on the how much watershed you have. If there is a potential for a huge influx of water during a storm then more freeboard is needed.
You should be measuring from the top of your emerg. spillway & not the top of the dam.

Give more info on the size of your watershed & your pond in general such as size, location, what forage your already have, are you feeding ect. & you will get great advice from the best pondmiesters anywhere!
