This issue has 2 sides to it.
On the land owners side is freedom to do what they want like build a pond.
On the other side are conservationist and enviromentalist, people who really think they are trying to make things better by preserving nature.
The government is in the middle doing its balancing act, and there is a lot of money weighing in on the enviromentalist side.
