My pond is in Putnam county and was built in 2001, maybe things changed in 2002 but the soil and conservation people told me I did not have to go through the Corp because I have a watershed pond with no wetlands.
The county looked at me like I was crazy when I asked if I need any permits.
Things change rarely for the better.
