I have not filed yet because I am still trying to figure what it is that they want me to do. I guess I don't have to tell you how frustrated I am about having to go through all of this to put a pond ON MY OWN #%$&* PROPERTY! I don't want any pigs or cows. I want a pond in my yard. Is this not America, home of the free?

OK, I'll get off the soap box. What is on my mind now is how did all of you guys, as well as many thousands of other people get their ponds / lakes built. There is no way that every pond owner went through what I am just starting to go through.
