Diquat might be a good choice if Chemical is the way you want to go.
Fluridone appears to be a bit more touchy with the amount as far as killing plants or plants and fish.
Any chemical you use is going to cause a DO drop when plant material is decaying so you'd want to do small areas at a time in my opinion.
Another alternative is Triploid grass carp?? Have you considered those?
