The pipe will fill with water as the pond level
rises. The air openings will submerge and the
siphon effect will occur. The siphon will continue until the water level drops below the
air openings. Then, due to the pipe slant angle
through the dam, the remaining water in the pipe
(below the air opening) will drain out.
