Glue a straight cap (not curved) on a piece of 6" or 8" PVC. Cut it lengthwise. either get a cloth tape measure or a steel one, attach to the bottom ("0" is at the cap or "bump" end) and flood it with clear epoxy or poly, effectively completely covering the measuring device. As for a reliable scale that will handle the elements, I don't know of an inexpensive one. I know there are brass ones that measure in 1/4 pound increments, I used one (and still have it) that goes to 50 pounds to measure drag settings on saltwater reels.
