Here's a thought..I have several clients who have done it this way...design your dock to be be sturdy...use someone in the construction business who understands how to do this...buy oil field drill stem pipe, cut it to length, and drive it into the pond bottom with a big sledge hammer. Then, weld a frame to the poles, or attach a board frame to the poles, and attach dock boards last. Depending how you engineer it, you may want to cut holes in the pipe for bolts. If so, find a local machine shop to drill the holes for you, before you drive the pipes into your pond bottom. Be sure to measure properly, so your holes match up. Drive pipes at least 30 inches into the pond bottom. While it's best to set the posts in concrete, they will be stable in shallow water if you drive them deep enough, then attach a strong frame to the posts.

If the Pond freezes safe enough to walk on and work on why not drill holes through ice with auger and set the posts while ice is on the pond.

That's what I did and the 70 ft. pier has been in ever since. I purchased 11 foot galvanized posts from Menards and bought sleeves that slide over the posts from there also. The sleves bolt to the pier studs.

We put all the secions together and pushed it out on the ice with a tractor. The sleeves already attached showed us where to drill the holes in the ice. Pier was pushed aside easily to drill holes, and then the sleeves were alligned over the holes and the posted driven in as far as they would go. We even wedged the pier up before tightening the sleeves to keep the pier above the water line. It wasn't that bad at all.

If pigs could fly bacon would be harder to come by and there would be a lot of damaged trees.
