Agreed...PhotoBucket was ruined a couple of years ago. I still have an account, but it is so clunky, slow, and just a nightmare. I have not found the perfect replacement.
PostImage.org is how I convert an image to have a URL now. They offer free hosting and subscription hosting. PostImage has pretty limited editing functions.

http://fotoflexer.com/Both these sites can be used with or without signing in. To store pictures on PostImage in your own galleries, you have to sign in, but you can create a URL on PostImage without signing in and you can edit on FotoFlexer without signing in.
