If you are at half full you likely could stock your forage fish any time. Keep in mind the fish will start out small so they do not need the water of the entire pond till they grow and multiply multiple times. I stocked my forage fish at half pool.

The more important thing is they have something to eat. Either a good algae bloom started or artificial feed.
