If there were areas that I couldn't hit and had some rust, I would hit those areas with a rust converter first.

I recently did a project with Por-15. Metal Prep., then the sealer/preventative coating then another enamel paint for a top coat. http://www.por15.com/

FYI, even if you are brushing it on, doing it in an enclosed area isn't the wisest thing to do without the proper breathing equipment.
