The pipe size also needs to consider the watershed and the average rainfall.

We have had two "100 year rainfall events" in the last 8 years. Does that make them now "4 year events"?

FWIW I would figure out what size pipe I needed, as the guys recommend above, and then go a little bigger. I think it is cheap insurance. Costs a little more up front now but not near as much as it will if you have to put in a bigger one later if you go too small.

It is also very important to have a properly sized emergency spillway and adequate free-board on your dam to prevent water from cresting over the dam.
