What policies are in place now, regarding new members? Can someone just sign up and begin posting, or do they have to answer questions first, or be approved my a mod?

Couple years back I achieved my personal best regarding spammers, over at BBG. 31 in a single afternoon, but luckily none made it to the forum/board.
