I had the same problem with the little fish over the weekend in S. Illinois. Nothing on spinner baits. After a few hours I figured that the big femals were holding deeper until the right conditions, but couldn't change my tiny husky jerk pattern. I should have worked the breaks nearby with a rattle trap or other crank. I did have a double in the boat of an 18 incher and 16.5 from the same beaver hut, but otherwise no fish over 11 inches. They must have been making a run thru the "drive thru".
