I have a hole 3 ft deep natural soil on three sides a dam made out of chunks of concrete and soil. It is 100ft by 125ft. I have run water into the hole and it does not hold water. There is hay growing in there. I have found 30 yards of red clay that I thought I would put on the bottom. do I rototill it into the ground or skin the ground to dirt and put a layer of clay down?

Are you sure it is leaking through the bottom? I would expect that the chunks of concrete in the dam would be the problem.

Ditto. With the concrete pieces in the dam, there's no way that it could be compacted properly. Plus I'd bet that there is no core in the dam.
