Here's the problem with otters and fish. It's an either/or deal. Sooner or later, you will have neither. When they finish eating all your fish, they will leave and then you will have no entertainment. You can look at Todd Overtons post about what damage they caused at his hatchery.

I kill only 2 things, those I eat and those that cause problems. Thank God, I haven't had the opportunity/need to kill an otter. They are only cute on TV. In a pond, they are malicous. Killing it should be a priority.
