One of the horticultural classes that I took was on establishing lawns from seed. They said that every time the grass seed dried out 50% of the seed that was germinating died.......
How important is water? Without it to keep the seed moist and to prevent it from drying out I wouldn't plant seed. The only way that I'd plant grass seed is if I knew that there was enough rain coming for the next 2-3 weeks that it would stay moist and not wash away, or frost seed it.
There's threads on here how forum members built solar powered irrigation systems to get the grass established in areas where there was no electric using pond water.
