Anytime I cut down a tree that I don't want to re sprout I use Tordon on the stump. This is a product that you buy at a farm store.

I understand also that willow trees drink a lot of water from the pond but if you have adequate rain to keep your pond continually full I would not think it would be much of a problem to leave a couple of trees. Definitely not near the dam however.
