Looking at some of your past posts, it looks like your builder is informed and ok with it leaking. If this leaks worsens, will he come in and fix it for free. And then, that is after you spent lots of time (possibly years), and money stocking it, only to start over to be fixed the right way.
I know, that isn't really what you were asking. My experience is that springs run pretty clear when coming out of the ground. So, is it picking up dirt as it runs along? If so, planting grass would definitely help by the time it gets to the creek. If it is muddy coming out from the dam, I would be worried erosion is going on that you can't see till its to late and you lose everything. If grass was growing, you might be able to discern more easily at what point the water is turning muddy.
In short, I would plant a groundcover. It can't hurt.
---If it was a spring that comes up under the dam, I would be tempted to rune a pipe to its source. That way erosion won't happen over the years where you will have to constantly fix the area.
