Bad is in the eye of the beholder. The algae is there because 1) there are not enough plants in the pond to utilize the nutrients or 2) the bloom didn't take and sunlight got to the bottom of the pond, so the algae grew and used the nutrients before the phytoplankton bloom was able to get established.
