Perhaps but I believe Illinois and Ohio are already doing that?

At least we may finally get a bag limit on bluegills on some lakes having asked for it for years. I just hope it's only on lakes it will benefit and not across the board to simplify it. I know of some lakes where it wouldn't help and could create a backlash.
