You can use a small split shot pinched tight on the line 18"-24" above the BG, and a slip sinker above that split shot. They make some pretty big slip bobbers, so I'd use one that will float the weight needed to keep the BG in roughly the same area. A slip sinker will allow some strong dashes upwards, but when they get tired it will drag them back down to that 18' depth.

We'd use a slip (egg) sinker like that minus the bobber for fishing deeper in the ocean in 1,000's of feet of water when the Tuna were down 100' to 200'.
