Do the bait thing, dull the shiny new trap like Bill said, make sure the openings are parallel to shore, and if still no minnows, move the trap around 'till you find 'em. Sort of like sitting in one spot all day long fishing. You'll usually catch more if you move around rather than sit in one spot.
