Salt at a certain level can prevent fungal issues when hauling but is only so so to treat fungal issues.

I doubt you could add enough salt to your pond to make any difference.

Yes fungal issues are definitely more prevalent in cold water as the metabolism of bacteria is quite slow in cold water.
