Not sure how anyone would know what you are doing on a private pond on private land. Conservation officers don't make it a very common practice for them to wander on private property with no intended purpose...
Then again, it is the People's Republic of Maryland, so private property rights are far more limited.

I wonder if it would make a difference if the person is the owner of the pond, or just someone coming in to fish the pond.
That sounds strange that a person could not "manage" his own pond with his own fish in it. I can see where non-owners might be subject to the same laws as public waters.
But strange laws are not that particularly unusual.

There's been a few bass tossed into the woods at my house during those months! MSC, when can I come down and help you out with this pond  . You can keep all the lunkers, I just want some male BG.
