Is a 1:3 slope to steep for RES to use for spawning?

They look for flat areas (little slope) but will use what is available , within limits. I would not count on 3/1 (standard slope - 3 ft. horizontal for 1 foot of drop) working and if you really mean 1/3 (1 ft. horizontal for a 3 foot drop) then I would really be shocked if they could pull that off on that steep an angle.
