Has any body built a pond for fishing that takes the waste water of industries and clean it up completely?

On Oahu, Dole has a 350 acre irragation resevoir. The City dumps its wastewater into the lake. It is currently designated as R2 water. Hopefully in a year or so, the water being dumped into the lake will be designated as R1 after upgrades are completed at the wastewater treatment plant. The fishing is fine.
