We use this tool in combination with the rake described above.
We add a 2 lb. dive weight to the head of this cutter and as you pull it back to shore with the supplied line, it cuts the weeds at the soil level. The weeds then float to the surface and the rake with a styrofoam float wire tied to the rake is used to bring the weeds to shore.
It actually works very well.
