I agree fluridone is the best but expensive. You might try Reward first. It is much cheaper and it kills the heck out of what it touches. However it does not kill it all per application. You will have to be on look out and spray the corner where some pops up a few days later. If you really stay on it it can work. Clients have done this but we as applicatiors can not b/c it takes some effort. I feel for you it is by far the most difficult to rid of in the pond envir.
