One Heron isn't going to make a significant impact on your fish population. Understandably, it's natural to feel that any amount of unwanted fish removal is too much.
I've found that repeated violent loud confrontations with the intruder will convince it to look elsewhere for its free meal. Also, as Theo stated, several threads herein address other Heron controls.
