Has anyone ever heard of an FA device that would suction mats of FA using a small gas engine, impeller/separator/diverter on a flexible intake hydro scoop line and a flexible discharge line directed into a towed collector that would screen the FA and allow the water to renter the pond ? All of this on a Jon boat with two men!

Yes; or something similar. However, most trash-pumps have problems maintaining a strong vacuum when their intake is placed on or near the surface (where it often cavitates, and inducts air instead of water - prompting a severe drop in vacuum-pressure when the pump loses prime).
The device that I recall seeing used a high-volume/gas-engine trash-pump that sourced its water from an intake-hose (always fully submerged & primed), and jetted water into a venturi-device that, in turn, created a constant vacumm on an attached surface-skimmer boom - which deposited surface-debris (including algae) into a "filter bag", or an on-shore "collection corral", which allowed filtered water to re-enter the lake or pond.

*not unlike many common dredge-devices*

Wow, Kelly,
You sure do a complete consult for a general question! I really appreciate it. I can see where you would have to have continuous prime with the foot valve intake assembly for the suction to be anywhere efficient enough. I see where they are discharging into bags towed on the sides of the platform to capture the FA and allow water to return. Thanks for the wonderful response. I most likely will not pursue the project by myself or anytime in the near future. However, I can see my grown grandsons scooping up 2ft square mats with leaf rakes and filling up a towed device, returning to shore when they have a hundred or so pounds of drained FA and dumping it into the woods then getting back in the boat after sweetening the pot from an igloo of cold Bud Lite.
