Scott, I don't have a clue as to strength of clove oil or amount for application/gallon of water for sedating fish.
I know that clove oil Overton provides calms fish for handling and photographing with a couple of drops from an eyedropper in medium size Igloo live well. I can put them to sleep with 3 or 4 drops.
I have seen Todd stick his finger in a bottle of clove oil and swirl in a 5 gallon of water and it calms fish down quickly.
I would seek Todd's advice - he's busier than a one arm paper hanger right now...
