A quick perusal of the PA game and fish site
here yielded the following information under their FAQ's for private ponds:
"Chemical control of algae requires a Permit For Use of an Algicide, Herbicide or Fish Control Chemical in Waters of the Commonwealth. Application and instruction forms are available on the Commission's website"
They had a link to the application, and there was no charge for it.
