Yup, grasses can be a scruffy pain along the water margin.
In a full sun position, Cyperus and the aquatic irises such as Laevigata or Versicolor would definitely improve the appearance, they may well suppress the grasses by outgrowing, outshading and forming a solid mat of rhisomes that stop the scruffy stuff from rooting...
In shady spots, arrow arum might well succeed by creating a canopy of foliage the grasses can't cope with
