It is filamentous algae but not the normal kind. It could be a filamentous bluegreen algae an maybe a odd green algae. There are hundreds, if not a few thousand species of filamentous algae. It appears to have a gelatinous coating that is helping trap gas bubbles. I would have to see in microscopically to tell you which 'type' genus it is.

Bill- Hard to verify from queenkat's photo, but is it possibly a Bryozoan ?

You can make very limited applications of hydrated lime on small spot treatments. It is a very limited area option. It raises the ph. to lethal levels for plants and fish.

I think you first need to find out who or what specie is causing the problem, rather than using random drugs to treat an unknown. I could be a Bryozoan as Kelly suggests, however it does not resemble typical bryozoans of which there are numerous types. You need someone to identify it who knows what they are doing and not just guessing. Who was your pond mgmt. company providing the advice about not being able to reduce it and hydrated lime will kill everything?

I think the gelatinous coating is preventing the penetration of the chemicals. Some algae and other things do have jelly like coatings around the cells. Are you using blue dye in the pond??

Despite esshup's questionable confidence in my abilities, Bill Cody is a MUCH better option for identifying algae species. Plus, he has some really cool microscopes.
Actually, I'm speculating that it might be a Lyngbya spp. 1) evidence of gelatinous fiber-coatings 2) resistance to conventional algaecide treatments 3) reported aroma similar to freshly dug earth.
If it is Lyngbya, good luck... There are treatment-options; though complicated and relatively expense.

I have no problems posting pictures on the forum, but for some reason in the image gallery (here) I cannot post pictures. Start another thread in aquatic vegetation/identifying aquatic plants and you should be able to add all the pictures you want from an on-line server like photobucket.

Second set of pictures looks quite different than the first picture posted of this problem which now looks more like the infamous "Lyngbya" which is technically no longer called Lyngbya by the algae experts. This is a very problematic benthic algae which grows on the bare pond bottoms (epipelic algae).

New name could be one of several new genera. The Oscillatoria and Lyngbya were large genera with many species and were split into at least 8 new genera. Each new genus has unique morphological features. The Oscillatoria and Lyngbya still exist but now have fewer species. She is going to send me a sample and I will report back here as to my opinion of what the problem species is.
