Looks like one of the primrose gang (Ludwigia spp.), but not certain which one. The flower color is unusual (or maybe my monitor isn't properly adjusted). See link for comparative pics > http://plants.ifas.ufl.edu/ludwpic.html NOTE: pictures that show the plant resting in its normal growth-position are sometimes as helpful as seeing it closeup.

Contact your county extension agent and get them to identify it. I had my agent come out and talk about my ranch but also had him identify some plants around my pond.
A great source of information and they do it for free.

This plant is most likely one of the two false pimpernel species ( Lindernia sp .) a small aquatic herb that is usually 1 to 3 decimeters high. At first glance I thought it was water hyssop, Bacopa caroliniana , but the flower is bluer on Bacopa. The two false pimpernel species are usually distinguished by the length of the flower stem. The one you picture has a long stem, longer than the leaves from which it originates and is thus most likely Lindernia anagallidea. Hope this helps.
