I've had my system off, and I'm about to do a new startup following the 15 min/double/double/etc rule.

Is there a particular time of the day that it would be better or worse to run the pump during my startup sequence? My schedule is pretty open right now, so I have the flexibility to do it whenever I want if it will make a difference one way or the other.

I've got about one surface-acre of water at the moment with max depths of 7-10 feet. There are two diffusers in the areas that currently have water. It's been quite hot here for a few weeks now. The pond is a year old with very little vegetation (other than good old slime).

In a pond this new I would just start whenever is good for you, In theory nite and predawn are the low DO points but in yours with lower BOD just start "soon"

An inexpensive O2 meter is always advisable. Let it tell you when to start and stop.
