Keep the pumps running and pump the water out as fast as it comes in.

It's hard to dig it correctly if you can't see what you are digging.

Just remember that you'll be at the mercy of Mother Nature for your pond level. It will fluctuate in depth from times of high water to times of low water. You'll either have to put a LOT of cover under floating islands, or plan to have cover showing out of the water when the water level starts dropping.

Been there, done that with my pond. A groundwater pond that continually fluctuates with the level of ground water is difficult to manage, and is difficult to have looking good at all times of the year. Mine will bounce over 5' in depth, so that leaves a LOT of shoreline exposed when the groundwater is low.
